Do we need a data warehouse?
Often not. At your size a small, well-monitored set of pipelines beats a platform nobody has time to run. We size the solution to the team that has to maintain it.
Our systems are old and have no API.
Common, and workable. Scheduled exports, database access, or a thin service in front of the legacy system usually solves it without replacing anything.
Who maintains it afterwards?
You can, and we document it for that. If you prefer, we keep a light support arrangement, but it is optional by design.
